The appeals were made under s.174 of the TCPA 1990 against enforcement notices alleging breaches of planning control in (i) the unauthorised conversion of an agricultural building to a dwelling house and the material change of use of land from agricultural to residential use, and (ii) the unauthorised extension of an agricultural building to create a separate dwelling house and the material change of use of land from agricultural to residential.
